What does "What, I don’t feel hypno.. ALL GLORY TO THE HYPNO TOAD!!!" do?

I've been seeing a lot of websites where there's a picture of a toad and then words are swirling around it. I'm just wondering, what does it actually do? does it really hypnotizes people?

Nothing, it's a joke. The hypnotoad is a cartoon character.
