What is the difference between Comments and Answers and how do I find Comments?

The only comments permitted is when the best answer is chosen by the user

Comments can be added AFTER the best answer is chosen. When the asker picks one there is a box that appears for a comment. Others can click on the "comment" button under the question to add one.

Answers are what you give to the questions asked. When a question is resolved there is a comments box for others to leave comments. When you choose a best answer you can write a comment in the box provided. It is very confusing to most users.
