Use implicit differentiation
(1/2)*(2x+4y)^(-1/2)*(2 + 4(dy/dx)) + (1/2)*(4xy)^(-1/2)*(4x(dy/dx) + 4y) = 0
Plug in (4,7) and work it out with a calculator
