For a set having only negative values, both the mean and standard deviation will be negative.?

The mean will be negative, but the SD is the square root of a sum of squares and hence is always positive.

The mean will be negative. The st. dev. is never negative, by definition. St. dev. is the square root of the variance. Variance, in turn, is the "mean squared difference between the sample point and the sample mean."
