No the bar is not liable if they can prove that they were not the ones serving underage people drinks. The only way they could get in trouble this way is if the kids were under 18 and ended up in hospital through drinking too much other wise they are okay

First of all most bars don't allow minors in there in the first place. So the minor would be kicked out quickly.

If somehow the minor wasn't noticed and was getting drinks from their parents, then the parents would be mainly responsible. The bar in your situation did not serve the drinks to minors, but to adults. The bar would only be held responsible if they knew about it and did not respond to it.

Then the parents would be breaking the law! There the ones who are supplying it to under 21s
