I haven't applied for a job in Saigon, but I've been offered several jobs in Saigon and in Hanoi. Getting a job in Saigon or all of Vietnam is relatively easy. Ironically, as an American, you can usually find a job easier and get paid better than your native counterpart. You need a work visa which you will get through your VN employer and VN customs services.
VietnamWorks (http://vietnamworks.com)/ is Vietnam's version of Monster.com and where most foreigners start their search for jobs in Vietnam.

No never. I don't know if they are willing to pay well and it's worth to be working there due to all the relocation and stuff.
