Desktop files and settings transfer?

I know there is software allowing XP to Vista and Windows 7 file transfers but is there any software that would support a windows 2000 or 98 operating system file and settings transfer to one of the more recent operating systems?

Don't worry, this question is out of curiosity. I don't own a computer with such an old operating system lol

    I think that you can transfer files from an older computer to a newer one, windows i think has been using that program for some time now because people go out and get new computers rather then buy the new os Thousands vs hundreds lol
