The issue with retainers is the material most are made out of (plastic) can not be autoclved, thus it is not able to be properly sterilized without melting. The second issue is that retainers are not long enough to allow for swelling as they are designed to be worn in healed piercings only. You may be able to find a piercer who will not care and put unsterilized plastic in your new piercing, but it's a bad idea. They do make glass retainers that can go in an autoclave however they are still not long enough to allow for swelling and again no good piercer would willingly do this for you.

As long as the piercer has quartz or glass retainers then yes, he could get retainers put in. Most piercers will prefer to pierce with titanium or surgical steel but some will do retainers if they are the proper material.

No, i recently got my nose done and needed a retainer, they will not put them in. So you would have to put them in after you got it done. If they are really nice they will, but most of the times they won't. My friend had the same problem with the Monroe.
