multiple photo prints on one sheet?

I need to print some DIFFERENT passport sized photographs onto one sheet. I think it will be approx 8 photo's per 5X7 sheet. I have tried google and they only print 8 copies of the same picture.

Does anyone know an online company or even some software that can turn multiple photos into mini pics. I am making key rings and they will be all different pictures so obviously want to keep costs down by including many on one sheet.

Update:

I should have specified that I will need them to printed either at a photo processors or online. Therefore, I would need pictures that can be develop at say for e.g. Boots.

Word/paint not suitable but thanks

    Open Word.

    New document.

    Drag each jpg on to the page.

    resize by moving the corner in or out.

    Easy.

    microsoft paint, just copy the same pic in the page mulitple times, word will do it too
