iphone 4 locked.. how to unlock?

my dad bought an iphone 4 in the US and went to another country now. his iphone doesn't want and he wants to unlock it to work. he said something abut it being 4.1, i'm not sure what that no. is for. anyone knows how i can unlock it myself without getting ripped off for 100 dollars to unlock?
