Let be P(x,y) a mobil point

    distance from P(x,y) to C(1,3) = sqrt((x-1)^2+(y-3)^2))

    distance from P(x,y) to D(4,-2) = sqrt((x-4)^2+(y+2)^2))

    Now write

    sqrt((x-1)^2+(y-3)^2)) / sqrt((x-4)^2+(y+2)^2)) = 1/3

    (x-1)^2+(y-3)^2) = 9(x-4)^2+9(y+2)^2

    A circle
