who can you turn for redress after problems with a hotel in Birmingham UK?

Depends on the problem...
not as described, not getting what paid for - try some sort of industry watchdog or Trading Standards at Birmigham City Council
Heath issues, cleanliness, pests, etc - Environmental Health at Birmingham City Council.
Poor service - not much you can do - put a review on a review site or something, and don't go back - vote with your feet.
Try talking to the hotel management, the head office if its a chain, and the hotel rating boards before escalating it to the authorities if possible - it's always better to reach an amicable solution when you can.

If you have had no satisfactory reply from the hotel manager, or the owner, then either contact Trading Standards, or Citizens Advice, either of these will help to sort out any dispute and may even help with any compensation.

First start with the hotel manager, then progress to the owner, then if you still get no joy and the hotel is a member of a rating scheme (e.g. English tourist board, AA), contact them.

It depends what the problem is. unless it's something that Trading Standards can deal with ie; accommodation was not as described, then your only redress is with the hotel itself
