Cashing check foreign country?
If I cash a dollar check written on a U.S. bank does the foreign bank get U.S. dollars sent to it or do they get their currency?

Dollars.
Many foreign banks offer US dollar accounts and some even have US routing numbers making ACH transactions possible. I had a dollar account at Barclay's in England a number of years ago. I had a number of regular dollar ACH transactions in and out every month for several years. I'd shift money between that account and my sterling account regularly as well. Very handy and the charges were surprisingly reasonable.

I seriously doubt any bank in a foreign country is going to let you "CASH" a check - no US bank would allow that for a foreign drawn check
take american express travelers checks or use a Visa/Mastercard debit or credit card - then currency translation is automatic
