Almost any dog can live in an apartment as long as there owners are willing to put in the work of properly exercising, training, socializing ect.
Now if you want some help on picking out a breed tell us how much exercise you are planning on giving it, how much time you can spend training & socializing. How much grooming your are willing to do ect. There are so much more then what dog can live in apartments.
Now in general Bull Dogs, Bullmastiffs, & Great Danes are know as lower energy dogs but these are bigger dogs, if you want smaller think Pug, Boston Terrier ect.

There are lots of good dogs for apartment life but I don't actually know whats the best. But here is a list!
Chihuahua
Dachshund
Pekingese
Miniature Pinscher
Pomeranian
Pug
Shih-Tzu
Bichon Frise
Boston Terrier
Bulldog
Cairn Terrier
Lhasa Apso
Maltese
Miniature Schnauzer
Scottish Terrier (Scottie)
West Highland White Terrier
Yorkshire Terrier
Cocker Spaniel
Poodle
But Soft Coated Wheaten Terriers are said to be the best. But I am just giving a list. Hope I helped!

Pug! They are sort of like, go with the flow dogs. They can easily adapt and as adults, spend much of the day sleeping. They are a very, low maintence laid back low energy dog. So for you I would suggest a pug. Anoter pro is that they don't need to be brushed much as opposed to a yorkie or shih tzu or pomeranaian or maltese (in addition to the grooming, they are yappy needy little dogs). Also avoide Jack Russel and Dachshund--- Both are not good for apartment, so don't listen to the other answers saying any small dog, go with a pug.
Another option is to go with a shih tzu, they are also kind of laid back low energy go with the flow dogs, but require more grooming. SHIH TZU'S SHED LESS THAN PUGS

Pomeranian (I love mine! :))
Pug
Papillon
Maltese
Lhaso-Apso
Terriers
Corgi
Chihuahua
Yorkie
Pekingese
Hope I helped!

Chihuahuas, yorkies... Other small, low maintanence dogs... Nothing too high energy! Think lapdog!
