    Not an easy question...

    Athens had the silver mines of the Laurium 50 km away, which made them quite wealthy.

    Athens was more surrounded by the sea, probably that's why the developed a bigger fleet than Sparta, which was not on the coast, being in the South of the Peloponnese.

    Also, when the Persians tried to invade Greece, Athens was nearer them, since they came from the East. So the city of Athens was attacked but not Sparta (but Spartans helped Athenians during those wars).
