Put the mother in the car and take her to the vet right now. You don't know what you're doing and if you intervene you could kill the pup and hurt the mother.
I wouldn't expect a vet to have the time to talk you through it on the phone, it could take an hour. They have other patients to attend to.
Just take the dog in NOW.

I'd rather not turn this into a rant; but for future reference hun - please leave breeding to the responsible breeders. There is too many puppies in the world, and you are greatly risking the life of your dog by putting her in a situation you are not in control of and confident of. Please spay your dog after this litter.
As for your question you need better information.
Did she just go into labor?
Does she look stressed or uncomfortable?
If you are this unsure ( which if you're asking this question; no offense .. you are ) you need to take mom to the Emergency Vets office quickly. There could be more puppies blocked in the canal and possibly risk their lives and the life of the mother dog. Do not pull on any puppy.

Go to the vet. If the dog cant push push it out then something could be wrong and you shouldnt try doing it yourself unless you have experience. If you knew how i would say go for it but if you dont then for the health of the pup you should go to the vet.

What ever you do DO NOT PULL it could hurt the mother and she will die because of the blood that she loses ...either get a vet to walk you through it on the phone or get a vet to come to your house as fast as they can rember DO NOT PULL. ...I hope this helps

whatever you do, DO NOT PULL the puppy, you could tear something inside the mother and she could die due to internal bleeding. if she can't do it herself get her to a vet now.
