You removed the network controller hardware from your laptop?

You uninstalled the driver for your network controller, the controller is a card inside the computer and if you "uninstalled" it, just plug it back in (while the computer is off, of course).
Restarting Windows will fix it if you uninstalled the driver. Windows will find hardware for which there's no driver ("found new hardware") and install a driver for it.

Yes. But how will depend on a few variables. If you have the disk use that first. If not, go into device drivers and choose "find hardware". If it came pre-installed on your system it should find it and install the necessary driver automatically. If you purchased it, and have wireless capabilities, you can connect to the internet that way and go to the manufacturer web page to download and re-install it. If all else fails, use the library or a friends computer to download the driver from the manufacturer to a disk. When you get it home, reinstall it.
