There are a few reasons for that: people with a superiority complex do so, just as people who are insecure and do it becasue it's the only way in which they can build self-confidence. Also, people who are sadistic do it, because it makes them feel good for some reason.

Is it cruel? Yes. Amoral? Sure. Stupid? No. A person's perspective on reality is based on those they interact with. Studies have shown that increasing a person's wealth has a finite limitation on increasing their happiness. People are more concern how their financial or social status relates to those around them. People tend to bring others down because it is easier than improving themselves and just as affective in improving their own self-perception.

While I agree with you that this is sad truth, the point I feel was important to make is this is as much a part of human nature as curiosity is and hoping it might change requires us to go against the natural law that guarantees given two paths leading to the same end point, an organism will always choose the one which is easiest for itself. While a person is capable of walking the higher path--people will always choose the easiest one.

A lot of people lack what it takes to raise themselves in order to feel good about who they are. It is much easier for them to go around stepping on others. The only way that this type of person feels good is when they are walking on top of others. Heaven forbid they search themselves and make some positive changes so that they have something actually worthy to feel good about. It is a fundamental breakdown that we see in society today.
