I have a set of Phillips double-hung vinyl windows.?
They are clean on the inside of the house and the outside of the house. However, they have stains, like water stains BETWEEN the two glass panes. Will these come apart (easily) so I can clean the inside of the panes? These are older windows without gas between them.
I can seal them with caulk when they are reassembled to prevent this in the future, I suppose but I need to know that they can be taken apart before I try to do that.

Double pane windows which show a film between the two glass panes have lost the seal. They condense and then show films. We have an old door with a window inset like that.
There is nothing you should/could do BUT replace the windows.
On our old door we will tinker to get the 2 glass panes separated to clean, but we would not try this on windows in a lived in and heated area. We hope that nothing will break.
Go and check with the window specialists in your area.

right, an if you could get them apart youself, clean, seal, and reassemble?
you would have to evacuate the air and seal it.
If you had the technology... you would already know. so replace them.
But it is not impossible, just improbable
