Donaire has a very extensive amateur career in flyweight and he was groomed to be an olympian in flyweight. He had about the same privilege Floyd Mayweather had in his early career. Manny on the other hand was an untrained malnourished teenager at flyweight who fought $2 boxing matches to feed himself and his siblings. It was an absolute surprise that he beat the undisputed Thai flyweight world champion after Manny took a boxing clinic and a beating for 7 rounds. We can see that Manny is a phenomenal athlete because he was able to reach near-elite status even without proper training.

Let be analyze, when a times that Sasakul dominates the flyweight division,

Pacquiao fought him and he KO the more skilled than him and a champion (Chatchai Sasakul).

And, also defended his title against Gabriel Mira and after that He loss to Singsurat because of failing weight, and thats the end of Pacquiao story on a flyweight.

On the other hand, Donaire defeated all his possible opponent on flyweight, and most of them is KO or completely dominations. His opponent is like nothing.

So that, in a flyweight, Donaire is better than Pacquiao in terms of Dominations and skills.

Nonito Donaire is a lot better at Flyweight than Manny Pacquiao. Donaire was well refined fighter than Manny who was one dimensional and relies only on his power. Pacquiao grew faster than Nonito and that was the reason why he have to leave that weight class earlier than Donaire.

At any weight Pacquiao is about as good as it gets.
