Is it possible to transfer up from one four year university to another or do you have to go to a 2 yr college?

Is it possible for someone who goes to a tier 4 university, is in the honors program there and has a good resume (lets say a 3.8 GPA), to get into a tier 1 university as a transfer or will community college students always get preference?

You can always audit classes for further education if you want, at the community college. But, yes, especially with your good resume, you would have no problem transferring schools.
