Making a website that makes money is not easy. Creating a site is not hard at all. You can even use google to create a free website. Go to clickbank.com find out affiliate programs that fits with what you want to have. Don't go with hot items such a diet programs, chances are you won't be able to show up anywhere on the web. Once you find the area that is not too hot but good enough to start working, create a list of keywords that will fit with the site content. Read about the subject, create unique content for your site, don't take it from other sites. Once you have the simple website for the subject you can start getting paid by the affiliation program, and you can even use Google AdSense to get paid by google. This is not easy but possible. Stick with it and it will work.

It all depends on what you are looking to do with this website. If you just want a personal blog, there are tons of options out there, most notably Wordpress and Blogger. If you're going to use it for a business or something related, then your best bet will be to hire a professional designer. It won't be cheap. There will be cost involved to buy your domain name, server space, and design/development fees.
