More garlic, paprika, and onion would help. But really you need to add more tomatoes, beans, or meat. I eat mine with sour cream which if you eat it with sour cream would dilute the extra chilli powder taste.

What is the first thing your cat is going to do if he steps in chili powder? He is going to lick his feet and rub his eyes. Why would you want him to do that? How about putting a litter box in the corner of the basement where he is eliminating? There is a product called feline away that you can get from your Vet, or you could spread aluminum foil on the floor. Cats are afraid of the sound when they step on it. Or, just don't' let him in the basement.

If you let it cook a long time, along with other seasonings like garlic, cumin, a tablespoon of sugar, a dash or 2 of worcestershire, and let it cook for at least 4 hours, there will be no overpowering component in the dish because it all blends to make on awesome savory spicy flavor.

Cut up some cucumber really finely and add that. Cucumber is really great at diffusing the hot taste with curry dishes, so it should work with chili too.

make a second batch of chili with no powder and mix them... or just deal with the heat and enter a chili cookoff...
