Whats the difference between Peer Guardian and Peer Block?

And why cant I block www.cmyip.com? Do these programs work with Utorrent?

    PeerBlock is the successor to PeerGuardian. They don't work "with" uTorrent, per se, they just sit on your PC and prevent certain Organizations from connecting to you. You can use both PeerBlock and uTorrent together.

    PeerGuardian was a free open source program developed by Phoenix Labs, but since discontinued in favor of other applications (Phoenix Labs encourage current PeerGuardian users to migrate to PeerBlock which is based on PeerGuardian 2. PeerBlock is a free open source application which is a fork of PeerGuardian. PeerBlock is capable of blocking incoming and outgoing connections based on IP block lists.
