Depending on the type of plugs, you change as "scheduled" for maintenance. check your owners manual/maintenance manual for the mfg's recommendations.
If you are below the recommended mileage, you may have other issues that will cause your vehicle to run poorly.. When you notice fuel economy dropping, runs rough, or hard starting type of issues, time to check and replace/repair/clean the ignition or fuel systems...

Why change what ain't broke. Remove plugs, wire clean, reset gap. examine state of central electrode, clean Porcelain section. Replace if really bad or refit. I have had plugs running up to ten years. There is no guarantee that a new plug is going to last any longer than a new one. Throw a couple in boot just in case.

Platinum spark plugs get changed every 60,000 miles, 100,000 miles is too long. Iridium plugs will go 100,000 miles, so if you don't want to change plugs use the iridium ones.
