    He actually doesn't say it to Olivia, he says it to Eliza, the daughter of the British man who takes over the Drunken Clam for one episode. It's called "One If by Clam, Two if by Sea," Season 3 Episode 4. In it, Stewie tries to teach Eliza to speak "proper" English (based on "My Fair Lady").
