It depends on where you are. In the state I live in, all liquor licenses are granted by the state. The state to the South has cities grant them and the state to the East has counties grant them.

I had to get paperwork from the city first, then send it to the state, then when approved it went back to the city to approve at a council meeting, then they sent it back to the state saying they approved it, then the state sent the city council my liquor license which they sent to me.
