The average SAT score for University of Pennsylvania falls between these values:
Middle 50% of accepted students:
Verbal:650 and 740
Math: 680 and 780
Writing: 670 and 760
Applicants: 22,935
Admitted: 3,883
Acceptance rate: 16.9%
Your SATs may fall a little short, and since U. Penn is an Ivy League (ranked 5th in the nation), it's pretty hard to give chances for anyone, but I'd honestly say you have a great chance of getting in.
If you want, you can try using mychances.net, but it only calculates your chances based on GPA and SAT... I have a 4.0 unweighted and 1880 SAT and I had a 58% chance, but I'd say I have around a 70% chance with my extracurriculars (which are about 60% of what you've got)
