The only records kept of traffic infractions are at the DMV. The DMV takes into account the number of points you have within the past 36 months. So the offense will be "on your record" for that length of time. Ten years is the priorability period for DUIs (which are also crimes and stay on your criminal record forever).

FOREVER. But seriously, it stays on your record forever, but only affects your license for a year.
