There is! It is called "Clear"
It is totally wireless internet and land line like service.

Your landline is hard wired to the Central Office, and any home phone can be used. They have a record of any use on your landline by number.. On the other hand, a cell phone must be 'identified' not only with a number, but an IMEI code, which is unique to each phone, for positive identification.
(Since it could be anywhere.)

Mobile phones need SIM cards because they need to be identified on the wireless network. Landlines don't need sim cards because they have a fixed location upon a hardwired network.
