There is no such thing as a "water powered car." It's physically impossible. Water is hydrogen that has already been burned - oxidized. You can't burn it again any more than you can burn the ashes in your fireplace.
Yes, water does of course contain hydrogen. You have to ADD energy to water to break the hydrogen out of it. And it will always take more energy to do that than you will get from burning the hydrogen later. ALWAYS. Resistive heating losses will guarantee this if nothing else does (and there are many other things that will).
This is basic thermodynamics, Faraday's laws, etc.
There are no special electrode materials, catalysts, waveforms, etc., that can change this.
Anybody who claims otherwise is misinformed and/or lying.
Of course, numerous people have claimed otherwise. For example, Stanley Meyer claimed to have developed a "water powered car." He never provided a working prototype for independent testing and was convicted of fraud.
None of the other claimants have ever supplied working prototypes for independent testing either, and many of them have been convicted of fraud as well.

Hydrogen cars are actually just electric cars, but not quite. It takes 4 times the electricity to run a hydrogen car than an electric car. That's because the water has to be separated, taking more energy. It currently costs 1,000,000 to build a hydrogen car, they're not cheaper. The most expensive electric car-the Tesla Roadster costs only $160,000. The hydrogen car takes just uses the hydrogen to run the electric motors. It's just an over-hyped electric car.

Hydrogen vehicles are certainly in basic terms electric powered vehicles, yet no longer somewhat. It takes 4 cases the electrical energy to run a hydrogen motor vehicle than an electric powered motor vehicle. this is by the fact the water must be separated, taking greater power. It presently expenditures a million,000,000 to construct a hydrogen motor vehicle, they are not greater low priced. the main costly electric powered motor vehicle-the Tesla Roadster expenditures in user-friendly terms $one hundred sixty,000. The hydrogen motor vehicle takes in basic terms makes use of the hydrogen to run the electrical powered vehicles. it somewhat is in basic terms an over-hyped electric powered motor vehicle.
