Gimp is by far the best of the free ones, it has a lot of tools available so the 'learning curve' is high, but is worth mastering until you can afford Photoshop or even Elements (which are better).

Photoshop: The free online version is OK, it's not the best though. Try it out, it works fine, simple to use, free sign up, etc.
Pik Nik: I've never used piknik before but nearly all of my friends use it so it must be good. Depending on your computer it can take ages to load. No sign up needed, simple to use and free.
Sony Vegas: Sony Vegas, I know is a video editing program but sometimes I use Sony Vegas for titles and effects. Works great. All you need to do is go into Sony Vegas (If you have Windows Vista you should already have Sony Vegas 8.0, free.), then you can add effects, titles, etc. Then you take a screen shot and open paint and crop it.

You could download Paint.net or Gimp 2.6 for free.
