My 1995 Eagle vision won't start?

Started the car it was a very cold night and morning. showed low oil light was on. I got 6 blocks from my home heading to a store to get oil. All of a sudden I would press the gas and nothing would happen. The car was still running just wouldn't go. So I pulled over turned off the car and it wouldn't start back up. My father has changed the positive cable on the battery he thought it may have been a bad connection there. When he taps on the starter it clicks but that is all. I am worried my engine may have locked up cause there was no oil in the car at all. There was no noise when the car quit moving and this was the first morning the low oil light had come on. Can someone please help me he is talking about replacing the starter. Is there anything else that someone could tell me may be the problem before he ends up having to do all this work for nothing. Thanks

Update:

Also if my engine did happen to lock does anyone know about a reset button for the engine? My father says he thinks they have one but he can't find it. Thanks

put a socket on the crankshaft pulley and see if you can turn the engine clockwise,if not the only way to fix it is to replace the engine, once the engine seizes up it has to be taken apart but some times you can take out all the spark plugs and spray the holes full of penetrating oil and keep rocking it back and forth with a power handle and socket on the crankshaft pulley bolt. once it releases turn the engine over 3 or 4 turns then replace the spark plugs and try to start it,it will smoke a lot once it starts but if it don't stop after a few minutes it probably broke a ring and will have to be rebuilt.

well im a mechanic and when your oil light comes on it doesnt mean no oil what it actually means is that theres no oil pressure but there mite not be any pressure cos u dont have any oil and if you didnt have any oil it only takes 60 seconds after you run out to start doing damage to your engine and finally lockes up and sometimes you can fix a locked up engine but sometimes you carnt best thing to do is to tow it to a garage and get them to taked the rocker cover off and have a look at pistons if wen then spin the crankshaft they dont move up it means there locked up and it is realy hard to fix
