Does a PC Fan Controller give you extra fan slots?

I'm in the process of building a new pc. The motherboard I have picked out has 2 fan connectors. But in total Ill have 2 case fans and a CPU fan. If I have a fan controller, will that let me use all 3? Or is it possible to connect fans directly to the PSU?

    The cpu fan goes to the motherboard and the case fans to the psu. If the case fans don't have the right connector you can get an adapter.

    Thats how my setup is and several I have worked on in the past.
