I'm having trouble describing a couple parts of my story, can you help?

I'm having trouble describing this dragon-http://www.google.com/imgres?imgurl=http://static....

That dragon imprint is every where in my story, from walls to necklaces to shirts to tattoos.

The other thing I need help describing is the way the characters are 'grouped' in a sense. The only way I can describe it is in this way:

there are seven characters and there are nine different districts, each district has its own color, element, sign, and word. Each character can be a part of all different districts, not just one. and each character has their own rank in their district, but their rank is for their main district, and the ranks are, 1st, 2nd, 3rd and so on, but the ranks are made on a 1-10 scale and the characters are ranked on how important and how well they fight within their main district. so here's a chart like thing as a visual on the ranks and districts for my characters:

That's basically the only way I can explain it. And I don't think I even explained it that well anyways. So, what I'm asking is if you could give me some ideas of different ways of how to explain which district and rank every character is my story. and how I can describe that picture.(If the link works, If the link doesn't work then you don't have to.)

    Alright, as for the dragon, I would just say a black dragon outlined in a glowing red. Let the readers imagine what the dragon looks like. The best part of a book is letting the readers imagine half of it, As for the character, district, main, rank things, I would just list them. You know how some books have a map of the land, boat, or whatever in the front flap of the book? Or, perhaps they have a description of the character? Well, I would just do that but list the things about each character. Whenever you refer to them in the book, the reader can just refer back to the front of the book where each thing is listed. Honestly, any other way would probably confuse the readers beyond belief. I really hope I helped!

    thats really complex... but first; the first part.

    the dragon looks a little demonic to me, so I'd describe it as "a skeletal black dragon, spiky and pointed, with the distant fires of hell illuminating it from behind" or something like that.

    as for the others.... just let it come naturally. Don't try to sit the reader down and reel it all off like that, just explain each character when it is appropriate and let it come out organically. The reader will figure it out as they go along and will do a better job correlating it in their head.

    well I dont really understand you too well, like what you need but maybe you could do like in some part of the story they find like book or a computer that has everything. or like a i d card they have to carry like a licence.

    The sign is like an evil spirit. It shows a black dragon surrounded with red, as if it was on fire. Its jaws are sharp and deadly. One bite, and you would be dead. The beast has claws that were made to tear and rip flesh. With it's vast wings spread out and it's claws reaching out, this dragon looks ready to attack. It has sharpened points dotting it's slender body and beady eyes fixed on it's prey. No one would challenge this monster.

    with the dragon try: black image of a Wyvern dragon outlined in glowing red or silhouetted against a red glow. Everybody gets a different image in their head about it no matter what, but they get the jist of it. (by the way, Wyvern is the type of dragon it is)
