Red swollen gums and bad breath are definitely symptoms of gum disease or an oral infection and, yes, a young dog CAN have gum disease or an oral infection, and, yes, both CAN be treated. Left untreated, your dog could soon begin to lose its teeth. Facial swelling is often a symptom of an allergy. Please see your vet ASAP.
