I have Comcast (Xfinity) basic cable and now we need a special adapter to view channels 14 and higher because they are "Digital Channels". Can I get a tv tuner card that reads standard digital and watch tv without the adapter from comcast or is the adapter absolutely required?

I have Windows 7 pro on a custom built pc. I always put my machines in standby when not using them because i usually come back 5 mins later to do something i forgot. whenever i put my pc in standby only the hard drive and monitor power off. all the fans remain on. how do i fix this so it all turns off?
