Is a measuring Tablespoon a different volume in the UK versus America?
In the USA a Tablespoon is three teaspoons.
The reason I ask is because I have some cake decorating books from England and Australia and whenever I try the recipes they never turn out right. The books are all from the 60's and 70's.

The tablespoons are pretty much the same. but keep in mind that in England and Australia they tend to weigh their dry ingredients rather than measure in a cup. If you're not weighing than that might explain your results.

a measuring tablespoon (not the cutlery) is 3 tsp measuring or 15ml 3 x 5 tsp. The difference is likely in the ingredient ie Baking soda or Baking powder.

US tablespoons are deeper but smaller than a UK tablespoon.. But UK tablespoons are not so deep, but wider.. So basically they're the same vol.
