Closets do not make good growing areas. Plants need air circulation or they develop mildew, mold, and other problems.
Basil especially can be difficult indoors.
The light should be a full-spectrum bulb and be adjustable. Most indoor plants do well with the light source just inches above the plant. Being able to adjust the bulb height lets you start with the bulbs close to the seedlings to keep them from getting too tall too quickly.
Are you starting the garlic and onions from seeds or sets?
If sets, then you want to be able to place the light above the stem ends. If seeds, use bottom heat until the seedling are up. Depending on the varieties, you may want cool growing conditions for them, but warm conditions for the basil.

In a CLOSET? The best light would be a really expensive halogen grow light like the professionals use. But they also use a lot of energy. Those would be some really expensive garlic and onions you'd end up with (garlic and especially onions take a long time to grow). It would be way cheaper to just buy them at the grocery. Or plant them in the ground outside.
Basil can easily be grown inside - but a sunny window is usually good enough. If you have a window that is only partly sunny, supplementing with a small grow light can make it work. And since fresh basil is yummy, and expensive to purchase, getting a basic grow light for your basil and putting it in a window.
