No, you are not being paranoid, you have every right to be worried. But before jumping to any conclusions, you should first think it over, maybe it could be a sister? or his mom that came to visit? if those are not options maybe he likes to dress as a women at night?? (lol, a joke) but hey you never know right? all just options..

There is really a lot of answers to this discovery. What you need to do is keep an eye on him for a while and see if anything else strange turns up. It's probably not what you are thinking.

if you two are only dating he has the right to see other women. though if you && him are officially in a relationship then you should ask him about the mystery stain on his towel. dont sit there wondering if is or isnt a makeup stain. you both are old enough to be playing foolish games!
