What is the earliest you can get a water-type Pokemon with the fire starter in Pokemon Black?

Without trading. I've beaten the first gym (can't remember the city, but it was with the three waiters).

Ground or Rock type will do as well.

I don't need a water-type specifically, ground/rock will be just as effective for what I want it for, but I just like water types over ground/rock.
