The answer is (B). I chose that answer for the following reasons:
If the Greenville Times were to increase circulation, advertisers would most likely pay more money to be in the paper, due to increased exposure to potential customers. Had the question told me that readership had not increased substantially in the last two years, yet advertising revenue had, then we could assume that the re-org worked. The question only told me that revenue sales from advertising increased, without a reason as to why, therefore answer (B) would give me the information I need in order to determine if the re-org worked or not.
