Microsoft Picture It Photo replacement suggestion(s)?

I'm looking to find a software to replace Microsoft Picture It Photo (Premium Edition) v.2001. I miss being able to do all the things that I'm used to doing with that program and unfortunately, I can't use it anymore. Besides the basic features that the program, I enjoyed the clip art add-on and the ability to paint/cover over an entire file and add your own design to it, which was something I used a lot for background or wallpaper creation.

Anyway, for those familiar with the software or other versions of it, do you have any good recommendations for replacing Picture It Photo? It doesn't necessarily have to be a free download from some site. I'm willing to go out and buy a new software.
