I know that Spongebob has a lot of the same clothes,not sure about other cartoon characters though.And ummm...a cow head?

Because they had to be hand drawn, so it was easier to always have them look the same fashion-wise. Also, some of the frames they were drawn in could be used in other cartoons, so it made it easier to recycle them.

Because animation is a process that takes a long time, and short cuts are always welcomed. By only giving one outfit to a character, it saves the animators a lot of time.
