She is just immature. It is usually normal in boys more than girls. She will grow out of it with age

Probably grew up in a household where it was extremely forbidden. Now that she is away, the thrill of doing it, is amazing.

It's normal, I guess. I mean, if it's pointlessly constant, ask her to stop, Because you find it offensive & stupid.
