Can you actually Hide yout IP address?
I was listening to this one dude say " Nobody knows my IP address, my IP address is safe from any other website." - AK47Blaze
Yeah just wondering. If so, where?

There is a free program on cnet.com that will allow you to hide your IP address

If you run through a proxy or onion router, it will hide your ip address in Web transactions. Some proxies may tell the server what it is, if they look in the right place, if they are not intended for hiding stuff.
Your ip address usually appears in email headers if you use a client like Outlook or Thunderbird. If you use webmail through a proxy, it will be hidden.

No you can't. IP addresses is what makes a website address html. If you don't have it I don't think you can access anywhere. For example when you are on Facebook maybe your think might look like this....
www.facebook.com=hp63hndjJsgHHbprofile=page34njs7....
without ip address...
www.facebook.com/profile-pager2

The guy sounds like an utter skiddie. It's not hard to use a proxy or to set up Tor.
