gonna give it a shot and say the cable is broken. i am gonna bet it's broken right at the back of the speedo head. if ur a bit handy at all, remove the instrument cluster and carefully disconnect the cable from the cluster. the end of the cable should be square cut. then, the length of the cable is wound, kindof like a rope. if you don't see the square cut end, and just a wound rope-like end, then it's broken.
the connection to the cluster has to be squeezed for it to disconnect.
if you can obtain a new cable if it has failed, the give a little lube and stick the new one in.
or, since you have the cluster out and the cable looks square, you may be able to use a square drive tool in the back of the head with a power tool and see if it works. not sure about that, never tried it but seems logical.
the head is the cluster portion with the numbers. it can be disassembled.

You might have a broken speedometer cable/wire or a broken speedometer sensor or gear. You need to check if the vehicle has an electric speedometer or it's a gear and cable. I'm not sure for that year.

One thing take it to an automotive shop and ask them to look at the speedometer cable see if there is a break in it they should be able to tell you something. They may need to drive the truck or get a friend to drive it with you. That is just an idea.

If it's installed correctly and don't work it's probably a defective speedometer so have it replaced.
