Job distraction need help from boss?
I have type of work that needs great attention to detail and have to focus more on details. The problems is recently my boss move one data entry person next to me beyond that there is a person coming and going frequently to give work that data entry person also our office location is in noisy area. Also data entry person eats her lunch at the desk so the food is smelling. How to tell boss nicely to move that data entry person to different location without upsetting the boss?

Just, politely, let the boss know of your concerns. Plus, a 'data entry' person should NEVER be eating at their desk....it's ok to have water but that's it. If the boss can not move the data entry person....then you may have to invest in some ear plugs, however, still demand the boss to tell the data entry person 'water only' at the computer.
