100% scam.

Your friend is emailing a scammer who is completely lying to her about Western Union, his name, age, occupation, everything. He can send and receive money from Western Union, he simply wants her cash sent to him for whatever reason he has made up, sick mother, cancer treatment, child's hospital bills, food, creditors, work supplies, rent, bills, etc.

Western Union and moneygram do not verify anything on the form the sender fills out, not the name, not the street address, not the country, not even the gender of the receiver, it all means absolutely nothing. The clerk will not bother to check ID and will simply hand off your cash to whomever walks in the door with the MTCN# and question/answer. Neither company will tell the sender who picked up the cash, at what store location or even in what country your money walked out the door. Neither company has any kind of refund policy, money sent is money gone forever.

Do you know how to check the header of a received email? If not, you could google for information. Being able to read the header to determine the geographic location an email originated from will help you weed out the most obvious scams and scammers. Then delete and block that scammer. Don't bother to tell him that you know he is a scammer, it isn't worth your effort. He has one job in life, convincing victims to send him their hard-earned cash.

Whenever suspicious or just plain curious, google everything, website addresses, names used, companies mentioned, phone numbers given, all email addresses, even sentences from the emails as you might be unpleasantly surprised at what you find already posted online. You can also post/ask here and every scam-warner-anti-fraud-busting site you can find before your friend takes a chance and loses money to a scammer.

A friend of mine is associating with an individual on line from accra,ghana and she was told they cannot not send money out of their country to the U.S is this true.They have a western union there so I dont see why not,but I just want to make sure for her sake.so Once again can Accra Ghana...

When dealing with people on the internet, especially from Ghana, assume they are scammers. It's a big industry there. The one thing about scammers is that 90% of what they say may be true...but the 10% will cost you !!! It's true that you can't send money out of Ghana via Western Union. It can only be done through wire transfers through banks. The government controls the foreign currency entering and leaving the country.

I have been told several times they can not. I called western union and asked them and they said yes, however I think the government trumps western union so if the government has that kinda restriction on them then it won t go through. In addition to one of the messages up top, there is no way to check the IP location if the messages came through gmail because google makes all there IP private. So when one person send a message to another from there gmail account, google makes all the IP addresses private if that make sense.

you can only receive money in Ghana through western union. You cant send money out... As simple as that.. It doesn't make sense anyway but thats what it is.. You can call western union and verify that yourself..

It could be scam, but you actually cant send money out of Ghana

If Western Union has offices in a country, then anyone can send or receive money. Your friend is being scammed
