Yes, but they are loaded with mercury and are an environmental disaster waiting to happen. All CFL or curly frie bulbs have mercury. Usually the bulbs(lamps) you are looking for have low watt ratings and are fairly efficient without the mercury. Doesn't make a difference on how fast your meter spins.
If you want to save energy, upgrade large appliances or the AC/Furnace. Water heater is a good place to start. Go for big watt reductions not chinsy ones on light bulbs. Especially mercury filled bulbs.
